Start by checking if your network interface is up. On CentOS versions from 6 to 8, the default is to not bring up the network interface post-install unless it was used to perform the install. You have to change it to come up automatically.

But be aware that the httpd package is built assuming that it uses the correct user and all ownership of files that the package contains will be reset to httpd on package upgrade.

I would suggest yum downgrading to the previous version. Or better, use something less broken than Stream since this is a Stream only bug. Other RHEL clones exist that do not suffer the same regular breakage.
