No. It's not possibe to do so as RH do not publish the source for EUS subscription packages. To use those you need to have a license for RHEL and an EUS subscription. x86_64-v2 is a baseline requirement for all releases and spins of RHEL 9 including CentOS Stream 9. That generally means using a processor released after 2014 or so. Yours is not.

Someone has tried to bodge a newer version of curl into your system and it causes the problems. How about the output from `rpm -Va \*selinux\*`

Otherwise I would suggest reading your logs, probably either /var/log/messages or /var/log/secure to see if there are any selinux related errors at boot time.

According to `grep -i "I219-LM" /usr/share/hwdata/pci.id` the only one with "(17)" in its name is 1a1c Ethernet Connection (17) I219-LM CentOS 7 has no support for any card matching 8086:1a1 If ELRepo's kmod-e1000e is installed then 1a1c appears in the list so it should then work /lib/modules/3.10.0...

You need to look at *which* repository it is complaining about. It tells you in the wall of text error message it emits.

I'm fairly certain you have a web proxy between you and the internet and it is that that is denying access not the mirror itself.

I tried `curl http://ftp.pasteur.fr/mirrors/CentOS/7/ ... repomd.xml` and it works for me. You are getting a 403 permission denied. Are you behind a web proxy of some sort that could be denying your access?
