The question about how often main system is updated wasn't that clear to me. Was the question about:
  1. applying errata fixes (dnf or yum update),
  2. updating to the next dot release, i.e. 8.0 to 8.1,
  3. upgrading to the next major release, i.e. 7.x to 8.x

Indeed, the problem is back. I cannot sudo dnf update nor upgrade. Fortunately I have a working version installed now.
We can only wait for someone to fix it permanently without risking regressions in future updates.
You can exclude it via dnf, the command line is:

I am interested in installing PHP 7.0 on CentOS 8. Yes, I am fully aware, it's at EOL, but we simply have no capacity to upgrade large codebase. Over the past few weeks I've been seeing similar problems with other packages as well. Odd since criu is not a module in el8. What does dnf list criu show? In my case, sudo dnf list criu Last metadata expiration check: 0:37:43 ago on Wed 22 Apr 2020 11:48:25 AM MDT. Installed Packages criu.x86_64 3...
