I disabled that service, rebooted and still the same result.

well the cpuinfo file now shows 1005.158 MHZ but basically the same.

I don't see anything in the process table that looks like it's cpu speed related.

ok, I did this in a VM and not my live system. 1. Stock centos install so that /boot is /dev/sda1 and swap and / are lvm's (default partitioning scheme for centos) 2. Followed "http://fedorasolved.org/Members/zcat/shrink-lvm-for-new-partition" to shrink things down and make a little space at the end...
