FWIW, I'm finding Elrepo's NVidia drivers working well with a low end GT 710 card. (I had been using rpmfusion and only realized that elrepo, which I used through CentOS-7, had drivers available for CentOS-8.)

(And I did drop Phil a quick email to let him know) :)

As Trevor said this has to be filed with bugzilla. Note that there are probably hundreds of packages missing from RH and CentOS-8 that were in 7. Hopefully, eventually, someone will package them. (Probably hundreds is an exaggeration, I should say "lots")

I use Japanese and have found fcitx very easy to use. There are packages in CentOS-7, I am not sure about 8. You may need to enable epel-testing.
