In RHEL5 there's a nifty tool that allows one to modify rather more easily the SELinux policies (although the modification are rather less fine-grained, of course) - it's called, if I'm not mistaken, system-config-selinux. I should add that even with the default configuration (i.e. unpack, run make menuconfig, only disable modules) a monolithic kernel won't compile: it dies with this series of error messages - curiously, although the errors are different, it bombs in the same module: CC drivers/block/diskdump.o driver...
