It's a CentOS 7 problem. You have to downgrade firewalld until they fix it.

I believe OVZ kernel needs to be 2.6.32-042stab111 or newer for systemd to work.

What I do to get around this is add the user to apache group. That is kind of the purpose of groups in the first place. One small change so very simple.
usermod -a -G apache someuser
