I found it easiest to make a virtual machine and use reposync. then migrate the repositories to the offline system.

It seems like everyone who responded did not actually read my post. Yeah, I have a local repository of a specific version. But I was/am trying to make a docker image using the internet repositories. Those two systems are not connected. Anyway, I solved it by forcing use of centos vault. It's ugly.

Thanks. I realize it's old. There are reasons I have to stay on that version. Security isn't a concern. It's an air gapped network, it cannot, will not, and will never have access to another network, let alone the internet.
