NetworkManager now wants to use a randomized MAC when connecting, at least for wifi. So the MAC the CentOS 8 client is using doesn't match the MAC the DHCP server is looking for, and the DHCP server treats it as a random machine rather than giving the reserved address. Look up "bracketed paste". This surrounds pasted text with junk characters that everything that reads text has to be changed to accept. bash on CentOS 8 knows about it and won't show the junk, so your test doesn't work.
