How did this /usr/local/lib64/python3.6/site-packages/PyQt5/Qt/lib/libQt5Core.so.5 get there, I'm guessing via pip as root, the pip documentation advises to always use the --user flag, I'd remove it, with pip if installed with pip. What does locate libQt5Core.so.5 show. Maybe a symbolic link to /var/lib/snapd/snap/telegram/xx/lib but as I said the snap should already contain everything it needs to run, odd.
