We'd also recommend using the kmod-nvidia packages from the ELRepo third party yum repo to install those nvidia proprietary drivers. My previous response has proven incorrect (to some degree). The needs-restarting command is handled in the dnf-plugins-core package, and the -r flag was added back in June[0], starting with the 4.0.8 release. RHEL 8 is using 4.0.2.2, so an upgrade to that package would return this functionality. The...

I have yet to find one in the past few months of RHEL usage or on Fedora, outside of the tracer plugin (which can really slow down package installation or using yum/dnf needs-restarting and grep-ing for known things like kernel, systemd, glibc, etc. Unfortunately -r is isolated to R/C7.
