Bind won't accpet request on UDP

Dear Team, Bind won't accept request on port 53 UDP protocol, on TCP is fine. I enabled it on firewalld but it don't mater, because it same if firewalld is disable. Bind listening on port 53 UDP on server. There isn't other services listening on port 53 UDP on server. I can dig from server on port 5...

I had similar problem. It occurred after few reboots system after fresh install.
