I am trying to use a Verbatim DVD+R DL disc (8.5GB) but my software (tried ashampoo, and built in Win10 burner) saying "The type of DVD+R DL is not compatible with the current project."

Disabled means not active at all Permissive means it's there and does everything that it's designed to do except block the access. It logs all denials. phpmyadmin error 413 entity too large
Please delete this if it is an unacceptable post. I am posting this so others can fix the issue of entity too large (and so I can find the answer next time I need it).
